Doesn't charge iPad: UPDATED

There are more reviews for this product here: XtremeMac IPU-ICP-11 InCharge Portable. From what I am able to ascertain, the ICP-11 is the same product, but does NOT come with International Adaptors (this one comes with 3), yet the ICP-11 sells for $3 more (at the time of this writing). Go figure.
Overall, I'm fairly happy with this battery. I also have a Callpod Fueltank DUO Rechargeable Portable Power which has a bigger capacity and charges devices faster. However, it also uses proprietary cables that are only a couple of inches long. So whatever you're charging has to sit on a table while it charges.
What I like about this charger, is I can stick it in my pocket and be using my iPhone at the same time, or just run the cord from my backpack. Speaking of the cord, the cord that comes with this is the beefiest iPhone/iPod sync cord that I have ever seen. Hopefully that translates into bulletproof. Also not having to rely on proprietary cords is a big plus. Just use any standard USB cable to whatever your device uses.
For some reason, when I plug this into my iPad, the iPad indicates "Not Charging" even though it recognizes that something is plugged in. Could be that there is just enough charge to keep it at it's current level. I will test and update this review later.
The biggest drawback to this (as noted in the reviews for the 11) is that design of the wall plug in. The plug itself does not fold down, instead you have to remove it from the battery. One more thing for me to lose, which would make this useless, unless I used one of the international adaptors and plugged that into a U.S. conversion adaptor. I can see in the case of a few of the European adaptors where having it fold down and removable would not work, but for the U.S. adaptor, I don't think it would have been much of a stretch.
Since there are no tech specs listed: Input 100-240v, 50/60Hz, 0.3a Output 5V - 2.0 A
I believe it is 1A output each socket. Don't know if you only have one device plugged in if it gets the full 2.0 A
UPDATE:
In testing with the iPad, it appears that the Not Charging message on my iPad is erroneous. It does charge my iPad. When watching a movie on HBOGo, it maintained the same level pretty consistently, and charged the iPad when idle. Bumping the review up from 3 to 4 stars based on the new information.
